Delhi Elections 2025: BJP-1, AAP-0; Mahila Samman Yojana Scheme Faces Bureaucratic Hurdles

Out of seven promises Aam Aadmi’s Party has made ahead of the Delhi polls 2025, the ‘Mukhyamantri Mahila Samman Yojana’ under which women were going to get monthly Rs 2,100 from the government has invited ire of the Delhi government’s Women and Child Development (WCD) department.

Delhi WCD has issued a clarification regarding the announcement by the Aam Aadmi Party (AAP) ahead of the 2025 assembly elections. The department stated that no such scheme has been officially notified.

In a public notice, the Women and Child Development Department confirmed that any private individual or political party involved in collecting information from citizens through forms and registration processes in the name of the ‘Mahila Samman Yojana’ is “committing fraud.”

“It is clarified that no such scheme has been notified by the Delhi Government,” the Women and Child Development Department said in the notice published in national newspapers on Wednesday.
“It is emphasised that since no such Scheme is in existence, the question of acceptance of the form/application for registration under this non-existent Scheme does not arise. Any private person/political party who is collecting forms/applications or collecting information from applicants in the name of this scheme is committing fraud and has no authority,” the notice added.
The government department also cautioned citizens about the risks of sharing personal details, such as bank account information, voter ID cards, and phone numbers, which could result in privacy breaches and data leaks.

The notice further read, “The general citizens of Delhi are advised not to fall for the false promises of this non-existent scheme as these are misleading and don’t have any authority. The general public is also requested to exercise caution in providing personal details to any unauthorised person to avoid any fraud or data breach in future.”
The clarification follows a statement by Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Sunday, in which he claimed that registration for the ‘Mahila Samman Scheme,’ which promises Rs 2,100 per month for women in Delhi, would begin on December 23.

“You don’t have to form a queue anywhere. We will come to you (for the registration process). We have formed teams across Delhi. We will help the women register for the scheme and provide them with cards,” Kejriwal said in a press conference.

The BJP slammed Kejriwal after the Delhi Government’s Women and Child Development (WCD) department stated that no welfare scheme announced by Kejriwal for the 2025 Delhi Assembly elections had been officially notified.

Delhi BJP President Virendra Sachdeva accused Kejriwal of misleading the public and committing ‘digital fraud’ by promoting a non-existent scheme. Sachdeva said, “Arvind Kejriwal is leading the people of Delhi towards digital fraud. There is an AAP government in Delhi, and their own department is issuing a warning to the public that no such scheme exists. Arvind Kejriwal is cheating the people of Delhi. This is Atishi vs Arvind Kejriwal.”

Union Minister Harsh Malhotra accused Arvind Kejriwal and his leaders of continuously lying to the people of Delhi. “They promised 500 schools in 2015, but did not open…20 hospitals and 20 colleges were promised, that too has been proven false. Recently, 2.5 years ago, the mothers and sisters of Punjab were told that they would be given Rs 1000 before the Punjab elections. Till date, Rs 1000 has not come to their accounts. Similarly, in Delhi also, there is a mention of Rs 1000 in their cabinet note. They did not pass it. They should call a special session to pass it and implement it, but they have not implemented it because no provision has been made in the budget. People are being cheated again. Everything has become online. If they have to do it, they should inform about the scheme on the Delhi government website and get people to fill out forms online. Although they first said Rs 1000 and then put up a board of Rs 2100. If someone has to get Rs 1000 in their account, then their account number should be taken in a secure way on the Delhi government website and not on the physical form. That will be a big fraud, a cyber-fraud too,” Malhotra said.

BJP leader Manjinder Singh Sirsa targeted the AAP Chief and said that Arvind Kejriwal is a “big fraud.”

“While he was getting forms filled out, his department (Delhi govt’s Women and Child Development) clarified that there is no such scheme to give an allowance of Rs 2,100. Those getting forms filled for the scheme are private people who are doing so to collect data illegally,” Sirsa added.

Meanwhile, BJP MP Kamaljeet Sehrawat said, “If a government employee starts collecting forms, it means that budget provision has been made for the scheme. But it is clear how the Delhi government has made a joke out of the entire system. In the last 10 years, they have never implemented any schemes.”

AAP Fires Back at Accusations

AAP leaders termed the allegations as baseless. Former Deputy Chief Minister Manish Sisodia criticised the BJP for diverting attention from real issues. “Instead of talking about mismanagement of schools and hospitals in states they govern, they are obsessing over Kejriwal‘s former residence,” Sisodia said.

The AAP defended Kejriwal, saying the allegations were politically motivated and intended to shift attention from governance failures in BJP-ruled states.

CBI Probe into Bungalow Renovation

The BJP had accused Kejriwal of anomalies in the renovation of the bungalow at ₹45 crores earlier this year. The Central Bureau of Investigation (CBI) launched an investigation into alleged breaches of tender procedure in the construction of the building. Delhi Police’s Crime Branch arrested Aam Aadmi Party (AAP) MLA Naresh Balyan in connection with a 2023 extortion case. The arrest followed the emergence of an audio clip purportedly featuring a conversation between Balyan and gangster Kapil Sangwan, alias Nandu, discussing the collection of ransom money from businessmen.

Balyan, representing Uttam Nagar, was detained for questioning at the Crime Branch office in R.K. Puram and subsequently arrested. He is scheduled to be presented before the Rouse Avenue Court today as his custody period concludes. Balyan stated, “We are going to file a bail application.”

The AAP has condemned the arrest, with party MP Sanjay Singh alleging that the Bharatiya Janata Party (BJP) is orchestrating a conspiracy against AAP leaders following Chief Minister Arvind Kejriwal’s criticism of Delhi’s law and order situation. Swati Maliwal attended Bibhav Kumar’s bail hearing at Tis Hazari Court in Delhi on Monday. On May 13, she visited Delhi Chief Minister Arvind Kejriwal’s residence around 9 am, waiting in the drawing room to meet Kejriwal. During this time, Kejriwal’s PA, Bibhav Kumar, entered aggressively and slapped Maliwal multiple times, around 7 to 8 times. Despite her resistance, Kumar continued to assault her, causing her to hit her head on a center table and fall to the floor. Maliwal cried for help, but no one intervened as Kumar continued his assault.

She further said that she is not aware whether she was beaten on the instructions of anyone or by himself or of his own accord and that this is all a matter of investigation.

Previously, at a shared media briefing alongside Samajwadi Party Chief Akhilesh Yadav, Kejriwal chose not to address the Swati Maliwal assault case and moved the microphone away.

Kejriwal Slams Amit Shah, Questions Allegiance of AAP Voters

The Chief Minister of Delhi Arvind Kejriwal denounced Union Home Minister Amit Shah for allegedly labeling Aam Aadmi Party (AAP) supporters as “Pakistanis.” He urged Shah to refrain from “insulting” the citizens of the country and instead direct any criticism towards him.

In a press conference, Kejriwal said, “Yesterday Amit Shah came to Delhi. There were less than 500 people at the meeting. And he started abusing people in the country continuously. Amit Shah said that Aam Aadmi Party supporters are Pakistani.” He questioned, “I would like to ask them that people in Delhi voted us to power with 62 seats and 56 percent vote share. Are people from Delhi Pakistanis? In Punjab, people voted us to power in 92 out of 117 seats. Are the people of Punjab Pakistanis? The people of Gujarat have given us 14 percent votes. Are the people of Gujarat Pakistani? The people of Goa loved us and trusted us. Are they Pakistanis?”

Despite repeated denials from the BJP, Kejriwal again claimed that PM Modi intended to name Amit Shah as his successor, cautioning him against arrogance. “The Prime Minister has chosen you as his successor. You have become so arrogant that you have started abusing and threatening people! You are not the PM yet. And you have turned so arrogant,” he stated.

The Delhi Chief Minister asserted that Shah would not become Prime Minister because the Bharatiya Janata Party would lose the Lok Sabha elections.

“You have a grudge against me. Direct your insults at me, not at the people,” Kejriwal added.

Kejriwal also urged Uttar Pradesh Chief Minister Yogi Adityanath to concentrate on addressing the adversaries within his party rather than targeting him with abuse.

“Why running away?” BJP takes a jibe on Kejriwal

“Aisa koi bacha nahi jisko Arvind Kejriwal ki party ne thaga nahi’ (There is no one left who has not been cheated by Arvind Kejriwal’s party)”, said Anurag Thakur, BJP Union Minister. The Bharatiya Janata Party (BJP) today (on Saturday) takes a jibe at Delhi Chief Minister Arvind Kejriwal over the regular ignorance of the summons from the Enforcement Directorate (ED).
The ED now for the fourth time has issued summons to the AAP chief for questioning into the alleged Delhi excise policy case and has asked him to appear before the central probe agency on January 18.

Minister of Youth Affairs and Sports of India, Anurag Thakur questioned Delhi’s Chief Minister and asked “Why is he running away from the investigation?” He said, “From 2011-14, Arvind Kejriwal used to talk big. At that time he used to talk about raising his voice against the corruption of Congress, today he is involved in corruption. Now the question arises that why is he running away from investigation?…”

The Delhi BJP Chief said to ANI, “Every time he (Delhi CM Arvind Kejriwal) tries to skip the investigation. The minutes he got the ED summon he said that he will on his Goa trip. You are running away from an investigation because you are scared of answering the questions. You should follow all the rules. This kind of behavior of the Delhi Chief Minister is unacceptable.”

Followed by the BJP spokesperson Shehzad Poonawallas questioned that if the party stands honest, then why did the reputed ministers Manish Sisodia and Sanjay Singh not get relief from the High Court? He said, “Arvind Kejriwal has been issued the summons for the fourth time as per the media reports…Why is it that the Congress party is standing in support of the case against you and saying you are corrupt? Why is it that the Supreme Court has not given relief and bail to Manish Sisodia for months now and said a Rs 338 crore money trail has been found? Why is it that Sanjay Singh has not got relief from the high court?… It means that you have something to hide because you’re the kingpin of the liquor scam.”

However, according to the media reports, Arvind Kejriwal is likely to head to Goa from January 18-20 to oversee the poll preparations. Previously ED had issued the third summon against Kejriwal on December 22 last year.

No problem if anyone sees God, says Delhi LG over Shivling-fountain row

Amid a controversy over water fountains shaped like Shivling used to decorate Delhi’s Dhaula Kuan area ahead of the G20 meeting, Delhi Lieutenant Governor VK Saxena declared they are not Shivling but art works manufactured by a Rajasthani artisan.

“But if someone sees shivling in that, if someone sees God in that, there is no problem. India is a unique country and here trees and rivers are prayed to. God is believed to be present in every particle. I don’t think there is any controversy,” the LG said.

The Aam Aadmi Party announced on Friday that it would file a police complaint against Saxena for ‘disrespecting the sensibilities of Hindus’ after the fountains sparked a blame game between the AAP and the BJP in Delhi.

“Shivling was insulted under the leadership of Modi ji and shameless BJP people are praising Modi. The LG of Delhi is looting accolades by disrespecting Shivling. BJP should apologize to the country, take action on LG,” AAP MP Sanjay Singh posted on X, formerly known as Twitter.

Meanwhile, Delhi minister Saurabh Bharadwaj said what the LG did is a sin. “Remember, this issue was not raised by us, the BJP raised the issue and sought an FIR against Atishi three days ago. But then the BJP came to know that this was done by the LG. So now the BJP is silent now,” Bharadwaj said.

He further added “God will never forgive the LG. He should apologise to the country. Lord Shiv’s place is in the temples. But today he brought Lord Shiv on the road and made fountains.”
