A day after IPS Vartika Katiyar accused her senior, IGP D Roopa Moudgil, of instructing police officers to plant confidential documents in her room, the Karnataka government shifted her from the Internal Security Division (ISD) on Monday.

As per the order of the state government, Katiyar has been shifted as Deputy Inspector General of Police and Additional Commandant General, Home Guards, and ex-officio Additional Director, Civil Defence, Bengaluru. The order states that she has been shifted to a downgraded vacant position.

Katiyar, who is a 2010-batch IPS officer, had complained on February 20 with Karnataka Chief Secretary Shalini Rajneesh and also copied it to DGP Alok Mohan. She complained that on September 6, 2024, head constable Manjunath T S and home guard Mallikarjun entered her room on the orders of Moudgil. They reportedly put some files in her room and clicked their photographs, which were later sent via WhatsApp. Katiyar claimed that the duo entered her room by using keys removed from the control room when she was not present.

Allegations Against IGP D Roopa

Katiyar had also charged Moudgil with threatening her with an adverse annual performance report. “I came to know about the matter recently… several (such) incidents … may have taken place in the past, but this has come to my notice. In the future, incidents like this may repeat and if anything wrong happens, D Roopa will be directly responsible,” Katiyar said in her complaint.

D Roopa’s Past Controversies

IPS officer D Roopa of the 2000 batch is expecting promotion to the rank of Additional Director General of Police (ADGP) from January 1, 2025. She had earlier been involved in a public war of words with IAS officer Rohini Sindhuri in 2023, resulting in a continuing legal battle between the two on their verbal sparring.
