Approximately a month after the power was restored, Mayor Kulbhushan Goyal took another significant action by directing the suspension of two more employees and issuing notices to 15 others. On Tuesday, Kulbhushan Goyal inspected the Municipal Corporation office located in Sector 14. This office houses more than 10 branches, employing 92 regular employees and officers deputed from the Haryana Skill Development Corporation.
During the surprise inspection, scrutiny was conducted in the Establishment Branch, Audit Branch, Accounts Branch, and Sanitation Section. Seventeen employees were found absent from their duties without any official reason. Additionally, it was observed that some officials and employees had pre-marked their attendance register for the Saturday holiday, contrary to the directive issued by the Commissioner to have the office operational on Saturdays.
Mayor Kulbhushan Goyal expressed dissatisfaction, stating that such behaviour is not acceptable. He wrote a letter to the Commissioner directing the suspension of Assistant Ajay and driver Mandeep while seeking clarification from others. Moreover, during the inspection, it was discovered that several branches had a surplus workforce with no assigned tasks. The Mayor instructed the removal of such excess staff from their positions and ordered the transfer of employees to the Establishment and Sanitation branches.
It is noteworthy that a few days ago, Kulbhushan Goyal conducted a raid at the Sector 4 Municipal Office, resulting in the suspension of two employees and the issuance of notices to 15 others.
Mayor Kulbhushan Goyal, along with Deputy Commissioner Apoorva Chaudhary and councillors Suresh Kumar Verma, Jay Kaushik, and Sunit Singla, conducted the surprise inspection on Tuesday. The Sector 14 office accommodates key officials, including the Municipal Commissioner and Joint Commissioner. However, Mayor Goyal expressed displeasure at finding 17 employees absent from their designated seats simultaneously, emphasizing that such a situation is intolerable.Kulbhushan Goyal revealed that he had been receiving continuous complaints about employees not occupying their seats during work hours. Most of the employees are absent before 5 PM. In response to these complaints, the Mayor, along with the Deputy Commissioner, revisited the office to ascertain the veracity of the grievances. Upon discovering the absence of numerous employees from their respective seats, Mayor Kulbhushan Goyal emphasized that the Corporation has 540 employees under the Haryana Skill Development Corporation, receiving a monthly salary of INR 1.4 crore. In addition, 645 employees are on the municipal roll, with approximately 45 regular employees.In a final directive, Mayor Kulbhushan Goyal stated that employees engaged in public-related activities must perform duty on Saturdays. Given that a significant number of people in Panchkula work in government offices, their access to municipal services on Saturdays is crucial. Therefore, employees are expected to serve on Saturdays to alleviate public inconvenience.
