Delhi Subordinate Services Cadre restructuring gets nod from LG

Delhi Lieutenant Governor VK Saxena has given approval for the initial cadre restructuring of the Government of the National Capital Territory of Delhi Subordinate Services (GNCTDSS), as per an official statement released on Friday. This decision facilitates the promotion of DASS cadre officers, who initially join as Group ‘C’ employees, to attain Group ‘A’ officer positions.

The decision addresses a longstanding issue of stagnation within the GNCTDSS cadre. Previously, directly recruited Grade-II (DASS)/Assistant Section Officers (ASOs) could only achieve one promotion throughout their entire career, progressing from GP Rs 4600 to Rs 4800 and reaching Grade-I (DASS)/Section Officer (SO) (Group-B, Gazetted). The official statement from the LG office highlights that, towards the end of their service, only a minimal number of them could secure promotion to the entry grade of DANICS.

The restructuring proposal had been under consideration by the Delhi government earlier, with a committee chaired by SN Sahai formed for the purpose. However, the actual implementation of the cadre restructuring did not materialize.

Under the revised restructuring plan, 217 specific posts within GNCTDSS are set to be abolished and created at Pay Level-10 (Group-A posts). The appropriate nomenclature for these posts will be determined in consultation with the relevant departments.

To cater to the functional requirements of the GNCTD administration, particularly due to the leave, deputation, and training of senior scale officers posted against these 217 posts, an additional 30 percent (65 posts) of these positions have been earmarked for deployment within the GNCTD. This information aligns with the details provided in the official statement.
